Governor Tom Wolf is planning on signing a new bill this week on feral & stray cats in Pennsylvania. The bill will make homeowners responsible for all cats on their property weather they claim the animals or not. The president of the "Feline Lovers Association" Jack Polecski says these cats need food shelter and regular veterinary appointments and the landowners need held responsible because these loving creatures can't do it themselves. The bill also states the first offense will be a $300 dollar fine and the penalty will double every time there after. The bill is suspected to be signed this week.
